You can use a VPN to make Twitter suggest you're based on some other country. The more damning evidence is something like "Registered from Google Play india Store" since the effort necessary to download that as an American, for no benefit whatsoever, is extremely unlikely.

Yeah I imagine the false positive rate is nearly zero. White Americans aren't on Twitter pretending to be Bangladeshi tradwives.

I think it is understandable about being concerned with other countries governments, we live in a globalized world, very interlinked, especially with the US being the main military powerhouse of the world.

Reduction of required resources to run the site, maybe? A non-trivial number of accounts apparently self-deleted once this feature was enabled. The increased traffic from everyone checking accounts and posting lols is temporary, but eliminating however many hundreds of thousands of spam accounts and requisite traffic is probably enough to put a dent in their operational costs.
