I agree with your conclusion but not your reasoning: From what we can tell she appears to want as cushy and lazy a life as humanly possible and by that metric Phil is a better mark for her than "Subaru Man" was. If she found out the reason she's living off of TV dinners and working at Fred Meyer's is her roommate's gambling addiction of course she'd be mad.
I'm on the "doesn't know or care" bandwagon. If she knows about his gambling problem, we'd be at the Divorce Saga already or very close. If we assume she doesn't, then I don't think she would even think to ask unless/until it cut into her spending money.
Personally I think it's impossible for her not to realize Phil is a scammer between the frivolous spending and the bankruptcy, but I also think she doesn't care so long as it's an improvement over slumming it in Michigan.
