The very best "worldbuilders" do more than read, they usually understand a society or culture at an academic level, are autodidacts, and/or have significant life experience outside of retail droning, undergrad college, and cubicle slavery. Tolkien, MAR Barker, Frank Herbert, or, more recently, China Mieville (whatever you think of his politics) and Arkady Martine. These people stand in sharp contrast to guys like GRRM, John Scalzi, Vox Day, or Brando Sando, whose best stories still use highly derivative settings which are not very interesting.>how do I build an elaborate believable fictional setting people will get invested in?

Guys like Michael Moorcock and David Gerrold test this rule, but they definitely aren't enough to erase the stain left by GRRM in particular.
