[Sneaky lurker]

What if there was an apolitical political party of people that did nothing but wait for moments of societal upheaval to beat random people up? As the pendulum swings, they slightly realign themselves with the currently dominant side, but they grant no advantages or disadvantages to the party in power, remaining dormant until the next period of generalized political turmoil.
