Why is Articles & News only visible when you are logged in? Was it always like that, or did Null change it at some point?

There was this, but I also think null mentioned that having duplicate content from other sites really hurt the KF's search engine ratings. So it was made inaccessible to the accountless crawlers. Maybe both
