Lots of silly answers here, but if you're legitimately looking to unlock the DM feature on your account you just have to send a DM to @secret watcher. It's an automated bot account that was set up to manage DM's & Like's.

I think as long as your account is at least 6 months old you get auto-approved. It's to prevent DM spam.

But it sucks not being part of the big PM chains that are out there. I'd also like to be part of some cool, longstanding usenet newsgroup/email chain and Im not.
