Why does being near a cop make it feel like you're doing something wrong?

My local grocery store has a cop in the store at all times because the melanin enriched keep helping themselves to reparations and every time I see the guy it feels like I'm up to no good.

All I'm doing is just buying bread and trying to commit larceny what's the big deal?

Because odds are he's a meathead schoolyard bully with a gun, and he got into the job so he could beat up and kill bad guys, not bust petty shoplifters so they can get released on their own recognizance. He really is staring you down, hoping you give him a reason to shoot, or at least tase, you, because the nightly wife-beatings just aren't giving him the same thrill anymore.
 
Cops can have a lot of power and in some jurisdictions, not much training, education, or supervision behind it. A bad cop could easily destroy an innocent citizen’s life. You’re scared because cops are scary.

Cops are necessary and I don’t dislike them, but anyone with that level of power is scary.
