Women are advertising fertility, and men are advertising resource availability.
The core component of fertility for a woman is her womb, and she let's you know she has one (or at least makes that claim) by showing secondary sex characteristics associated with it: hips, tits, etc.
Since fertility declines with age, she also advertises her youth by showing skin, accentuating eyes using makeup, etc. Hair is a long term indicator of health, so women with long hair are saying “not only am I healthy now, I’ve been healthy for a while”
If famine was a common problem, she’d be a little overweight to prove that she would survive it.
By contrast, a man’s role is protection and provisioning during and after pregnancy. Thus, men advertise that they have resources (bling) or insinuate that they can get them (by being strong or violent or having high social status)
