Well, since both Bill and Hillary Clinton are plotting to unite Hispaniola via UNICEF or NATO (and incidentally Haiti and Dom. Rep. aren't on friendly terms) I'd wager it's beyond greedy business practices/Hillary not caring about minorities....its a win-win-win situation:

1. Prostitution is legal in Dominican Republic, so Bill can force himself on anyone
2. Haitians and Dominicans potentially start their second Civil War
3. Hillary can get off of them dying and both get to cum from the misery of others; tourist industry and laws be damned
