it's basically people who can't distinguish important details with narrative fluff, like for example the difference between someone who is a doctor real life, and one that plays a doctor on tv. They don't consider or understand that the points they say are important and should be linked to factual context, they just know that if they string words together in a certain way they get positive feedback from other people, and how others string together words indicate if they are a friend or an enemy. It's how you get people who get upset when you point out things that are a concern, because they don't see it as you pointing out a logical observation of future concerns, but as a personal attack on them.
