Why are Russian films always infested with shitty dub?

In Russian films, when non-Russian dialogue happen, instead of subtitles, they always use dubbing instead. Why? Because most Russkies are illiterate that can't read?

Are Russian dubs similar to old-fashioned Polish dubs which weren't so much "dubs" in the traditional sense so much as they were an announcer talking over the original language, which you could still hear in the background?

I stayed at my grandmother's house in England for a few days in 1998 and she subscribed to Polish-language satellite TV and I got to watch several episodes of Sailor Moon Sailor Stars (the final season of 1990s Sailor Moon) with the announcer talking over Kotono Mitsuishi and the other Japanese voice actresses.

While I don't know how it started and why, I suspect it was some USSR thing back in the day because it only seems to be limited to former USSR countries.
In the current year however, the Hollywood studios mandate that Eastern European TV stations put the announcer guy into the movie because it prevents piracy.

That's how eastern europeans dub to this day. That and they always make sure to pick around 2 people for the entire movie, people who don't get paid enough to even pretend they care. The result is every character sounding the same, and emotionless.

Russian dubs are so primitive. First of all, it's always just one guy, doing all the voices and reading everything, second they don't even remove the original English track so he's just talking over that one the whole time.
