Do you perhaps share an IP with an account that has severely limited posting privileges? Alternatively, did you actually confirm your account through your email?
 
New members cannot make new threads, I believe they need to lurk a bit, rate and post some messages on other threads. It stops people from going "Hey I'm going to make a thread on Kiwi Farms about you!~" then pissing off and sperging all over the place afterwards.

tdlr; earn yer stripes.

Can you make normal posts to other threads? If you can, than it's just that you don't yet have permission to start a new thread yet. (If so, it's a new thing.)

It's more likely that you just don't have full permissions because you didn't get the confirmation email. Most forums should have an option for you to have it re-sent to you. Alternatively, if you used a temporary email service, a lot of those are blocked.

Not really related, but is there any particular reason you chose that username? It seems a little suspicious to me.

Don't bully our new guest he's understandably frustrated that there's a hiccup in his registration and could turn out to be a valued and well-liked poster here. Shame on you for acting like such a social justice bully.
