ISIS. 3 main reasons.
Manpower
ISIS brainwash women and kids to fight for them, as well as blowing themselves up for the cause. Azov hasn't stooped that low yet. ISIS is just able to mobilise more people via radical indoctrination. They also make use of child soldiers extensively. Radicalising kids means you already secure the next generation of fighters allowing the war to be never ending. Azov takes men.
Self sufficiency
Azov is funded by the Ukrainian government / international donors and is not self sufficient, and so could not wage a long war without state backing.
ISIS is basically an independent nation, capable of governing and taxing the areas it controls and commanding all their natural resources (including oil). This can be used to sustain a state of total war for longer.
Leadership.
As Azov is an official military unit then its leaders can be held accountable, and may be reigned in by the government.
Isis is accountable to no one (except Allah, of course) and can do whatever it wants (God willing).
Overall, ISIS can just mobilize more shit. Resources, civilians, soldiers. And it has the ability to wage a prolonged campaign without the support of any government. They represent a way of life, which Azov does not.
