NCR and Legion try to resurrect failed empires and already repeat their mistakes.
Independent would be reasonable if not for the fact that the game decides that you don't take power for yourself and implement kinda soft anarchy instead.
This leaves House. He's a creepy gooner but at least he's smart and he knows what he wants to do with Vegas.
