Who is the most based superhero? By that I mean a superhero who embodies the American work ethic, promotes good morals, and has cool superpowers

Superman at his best is the best superhero. The whole point of the character is his humility. He doesn't play God (like Luthor). He sees superheroes in average people trying to hold things together.
