As far as the voice in the video is concerned it's likely just the reporter that he has fed the story to, or a very advanced voice changer. Betting on the former.
 
Well given the culprit has posted videos of himself committing the crime online, it should be pretty easy for the authorities to track him down and convict him. And given the amount of damage he has done to people's lives, I'm sure the sentence will be a heavy one.
