In another time and place (the fucking 30's) the leaderless, popular, cellular approach could be beneficial. Now it's a conflict of misinformation, so not so much.

I'm half convinced part of why these groups are allowed to exist is they aren't seen as terribly effective and they're excellent as moron magnets. Most of the kind of people in shit like this are more into minor property damage and similar shit, but if you send in a few agents into these groups, you can fairly easily tell which are the mouthy morons and which people are potential serious terrorists.
I'm pretty sure a number of these groups could be shut down using RICO or even anti-terrorism laws, but that they may be more useful to keep in operation.
That's in addition to the theory that some of the black bloc shit is actually agents provocateurs intended to start shit in order to justify clamping down on unwanted protests. I used to think this was a lot more likely, and there have in fact been occasions where some supposedly black bloc guy was later seen talking to cops, wearing the exact footwear the cops wore despite otherwise dressing like a hippie, etc. Over time, though, I've come to the conclusion that no, most of these black bloc idiots really just are that fucking dumb and criminal, and just seriously couldn't give a flying fuck if they get their own side shut down or shot by cops.
