I saw a Youtube ad for some board game with a bunch of kids playing, and while it was buffering, it was frozen on the kid's face like that.
 
Its the avatar/logo of this lulzy radio show called True Capitalist Radio, a right wing show hosted by a guy calling himself Ghost. During the show he gets prank called constantly and he often gets so angered by prank callers and people calling him racist that he'll throw a fit and throw beer cans around his desk on the air. I'm positive most of this show is staged, but it's still amusing to listen to for the prank calls and the shoutouts the host does.

He doesn't air anymore but archives of some of the most amusing parts of his shows are uploaded on a youtube channel called Darkrazorz.
