Well, imagine if Judge Dredd was fat and useless.
Basically, if Chris was actually given the authority to enforce the law, I don't doubt that he'd be exactly as authoritarian and fascist as he thinks real police are. Except he wouldn't be very good at it, no one would respect him and he'd be too lazy to pursue anyone. Also he'd probably drop unsubtle hints to female suspects that he could get them off the hook if they'd give him china, whereupon they would simply walk out of the cell door that he left open behind him.
