This is exactly what I was going to post.

If you're in a two-player game, it's trivial to stack the deck further than that, too. Shuffle the deck but not all of it (the cards are small and easy to hide) then put that unshuffled, rigged part on top.

I've seen some versions of Candy Land sold with a spinner. Those poor adults.
