According to a friend of mine who lives in the area and has for a long time that sort of intersection isn't common in Pennsylvania and they tend to have lights. That particular intersection was supposed to have a temporary light set up as well but the county/town drug their feet on actually setting it up.

Considering he isn’t in jail and there is no information about a case, it’s likely they had dropped it at some point because it was too much trouble to deal with. Maybe he was distracted? Maybe he thought he could accelerate fast enough to avoid the truck? Maybe he was being impatient?
