So, basically this scheme.
Ruling class needs workers to support them financially, but they have an inherent conflict of interests: workers want to keep more of products of their labor, while ruling class wants to take more. Workers also have withholding of labor as bargaining power (strikes)
So, the ruling class uses welfare parasites as it's supporter class. They are dependent on handouts and supporting the welfare-giving ruler is the only option left for them. No matter how poor they are they would be always poorer ( and probably dead) without rulers paying them and excusing their criminality.
Welfare recipients can't go on a strike, their only way to oppose the government is rioting (that's why shitskin riots are so common).
In case of civil war or any sort of instability, elites expect welfare recipient to fight on their side against workers.

This is why retarded ghetto shitskin junkies like the pill-sniffing friends of brownoid @Overwritten Tapes SHOULD die so Evropa is saved.
Mass executions of addicts, whores and petty criminals are the first thing insurgents should do in any area they occupy, because it will deprive the elites of potential supporters.

We just need to conduct proper checks.

First, we need to make sure that the welfare recipient can't work or can't find work.
Second, we need to provide training that would make the recipient more likely to find work.
Third, we need to mandate by law that the recipient proves that they indeed are applying for work.
Fourth, we need to mandate that the recipient shows receipts monthly to prove that they actually need the money.

This either isn't done at all or it's done poorly.

I'm not talking about all welfare, I'm talking about the reason why it's so massive.
 
Welfare state is a dying conception of politics from the 20th century that is entirely based around having more producers than dependents. The issue is that with TFR declines and corruption run rampant, there will be a huge contraction in the welfare state to the point where it's totally alien from what it has been. It doesn't help either that the "promoted expansions" for it in the forms of universal healthcare/education have been total failures and in the case of the latter cannot be implemented due to demographic decline.

As for the welfare class (blacks + immigrants), the former group will only continue to decline in political power as an ethnic voting bloc as fatigue hits to the point that old narratives give way. Immigrants are too diffuse of a grouping to constitute a new voting/gibs bloc.
