The actual clip does indeed look as if Vic boomered, rather than perverted. He appears to be looking up at something, clicks a button on his mouse and then lowers the camera for a few seconds before either he hangs up or the host kicks him (I believe the host kicks him, from her gestures). The women react with awkwardness, but one says 'sorry, we lost Vic there, I'm sure he'll come back'. I don't know if he does or doesn't - I probably would not in his position because that's a humiliating blunder. If she'd gotten the impression he'd done it on purpose, her response would likely have been more hostile, final, or disgust-filled. The 'I'm sure he'll come back' likely would not have been included.
My points for why he isn't flashing the women on purpose are as such:
1 - he isn't nude. If he were going to flash women, wouldn't he at least show a dick pic? What appears to be bikini bottoms is questionably appropriate to see on stream, but would be completely acceptable on a beach or gym in public.
2 - a cursory glance would suggest he's not erect under there, it's just your average bulge. If he were doing it to get his thrills, would he not already be erect?
3 - it's literally being livestreamed. Why on God's green Earth would Vic try to inappropriately flash a bunch of women live on stream? The dudes in Funimation who actually sent unsolicited dick pics to underage girls didn't do it on livestream.
Thus. Awkward and embarrassing, but I believe it is innocent, even without looking at Vic as a whole and considering things like 'Vic can get laid with minimal effort if he wants to'. Even if we allow for the possibility of him being the kind of guy who gets off on flashing random women, the circumstances do not align with this eventuality.
What it does reveal, however, is that boomers should not actually stream pantsless. I know this is a meme, but don't do it. You never know when something might happen. This could have been much worse if he'd gone the whole way and streamed full on half nude like some people meme on.
