So CSM in general is mosty black legion

Black Legion is the CSM's Ultramarines in GW's eyes.
You can paint most of the models in the other legions' colors.
Every other legion does not get anything to help them stand out (unlike their loyalist cousins).
If the legions get their own supplements when their primarchs/champions are revealed, that might change.

It works like codex compliant and non compliant. The god specific legions get their own books and units yet the ones who didn’t lean to much into one god aren’t given the same treatment

Of the god-specific factions, only the Emperor's Children will be left without a unique codex. CSM undivided or consigned to a specific god you can build and paint at your leisure. My suggestion is: don't play black legion, they are boring and they suck.

I mean as a codex. That’s 3 of the legions getting their own. Does that affect anything gameplay-wise?

Depends. The leaks have revealed some huge changes, but we'll see what stuck in the final version.

7th had TSons, 8th had Death Guard, and this edition has the World Eaters.

Not an AoS player, but the Cities of Sigmar announcement has me enthused. When 3rd Edition came out with that big Dominion box set, I was curious enough to see if it was worth getting into and just found the factions broadly to be unappealing in how aesthetically niche they are. Compare this to Warhammer Fantasy in which there are many factions I think are cool and would would like to have an army for. This "normal" human faction is therefore something that's up my alley.

Feel bad for Skaven players, though. It seems like GW completely dropped the ball in taking advantage of the rats' breakout popularity from recent hugely-successful Warhammer Fantasy video games. I know that GW plans and develops their releases years in advance, but Total War Warhammer 2 and Vermintide 2 have been out since 2018, so I would think that now would be about the time that a Skaven AoS refresh would come to fruition.

Stormcast probably have not taken off like GW thought they would, and they need a poster boy for the game. AoS is in a good place right now but they desperately need a faction everyone can rally around and Stormcast have not fit the bill. 2 human factions battling in a world of freaks and demigods would fit nicely.

A Noise Marine kit is coming, we just don't know when.

Alpha Legion, Emporer's Children, Night Lords, and Iron Warriors, not too mention Renegade Chapters from after the heresy.

Emporer's Children will eventually get spun off like Death Guard, Thousand Sons, and soon to be World Eaters, but I think that'll be the last one. That gives each god a dedicated Traitor legion to with with their Demon's.

I still think it leaves plenty for a generic CSM faction. Already they are expanding the Cultist followers, and if Huron Blackheart's new model rule is true, we could see an expansion of Renegade Started as well. Iron Warriors, Alpha Legion, and Night Lords I think can be neatly included in the main book with only a few unique units, and not a larger range. To be fair World Eaters could too, but they are the big Khornate Astartes, and I think that's the driving force for splitting them off, and why I think they'll stop with Emporer's Children and Slaanesh. Hell, once Emporer's Children have their book, I could see Chaos Demons losing their Codex, and split up to pad out the God aligned Astartes Codexes.

You mean in regard to 40k Leagues of Votann? Well, not quite. Compare these guys to the previewed Hearthkyn Warrior and you can immediately tell that they're remarkably different. Seems like these Squats are more integrated with Imperium technology due to long separate from the Leagues.

We do have yet to see what Kin helmets will look like, though, so they might be like these miner-esque ones.
