Vocaloid may be dying in some places, but it certainly isn't dying in China. There's been like 4 concerts this past year, 5 new Chinese loids are coming, and Lui Tianyi is getting an update with Xin Hua just receiving one.

Honestly, I don't even know if there are any really good ones that stand out. A lot of them (Circus-P, Eyeris-P, etc) have the same sound to their music like they recycled the beats for each song. I guess that's an effect from the type of american music you usually hear, but they don't stick out anymore.

vocadb is your friend or check out vocallective releases regularly since they release stuff from unknown but promising producers. I hate to say this but if you want some good stuff, you'll unfortunately have to do some digging yourself. It's worth it though.

It's a bit tricky since the good stuff is usually from people who don't mention it's Vocaloid. They're not autistic like the fandom naming their songs "Title feat. Pro Tools x Shreddage" for example.

Man, it's been a long time since I've been on VocaDB. Also I was being a little more sarcastic with that earlier post (Natural is one of my favorite Vocaloid songs actually)
 
Get a bunch of kids a hold of the Developer Kit and announce a new Vocaloid without any company backing.

There has been speculation VIVI is just a port of some UTAU called Yami Ryone who is based from some obscure 4chan meme. Or the person managing Yami is somehow involved because people were pointing out the similarities in the voice and artwork silhouette.

I'm sure this will go well.
