I speak and understand Serbian. 7/2 reffers to 7th grade 2nd class. Usually written with roman numericals such as VII2. Secondly, the text is reffering to names which are as follows:

The G.M. on top most likely mean "glavne mete", which translated means "main targets"

I have went to this school and have talked to the families of the victims involved. I can provide some insight into how the shooting went and the motive.

The list you see are successful kids he was jealous of. The list includes a child of a famous Serbian volleyball player amongst others.
The shooting happened during the first class of the day. In Serbian schools, each subjects has its own classroom. The first class of that day was history. The classroom for this class was closest to the entrance.

He shot the security guard who was stationed at the school entrance. He proceeded to the classroom and shot the history teacher. Panic ensued in the classroom, and kids ducked under their desks. He then proceeded to look under each desk and killed off his targets.

conveniently, this shooting occured on the same day a hit piece on the serbian president was released by the NYT, linking him to organized crime. guess which story was in the public zeitgeist.

the perpetrator is also 13, and under serbian law cannot be persecuted. as far as im aware, this is the youngest mass shooter ever

My heart goes out to the victims involved in this tragedy. May such a thing never repeat again ❤️

What is Serbia doing to prevent this from ever happening again?
Serbia's President Aleksandar Vucic has announced a moratorium on new gun licences except those for hunting, and a review of existing permits, with more surveillance of shooting ranges and of how people store their weapons.
The Serbian interior ministry warned gun owners to keep their weapons unloaded and locked up - those who do not will have their weapons confiscated and will face criminal charges.
His parents have also been arrested, with his father V.K. facing charges of aggravated endangering of public safety, according to lawyer Irina Borovic.

The media, both news and social, is literally wall to wall with news and opinions on this. Everyone is suddenly a psychologist, criminologist, gun safety expert. The president, of course, is personally most affected, and is gleefully breaking all sorts of privacy and data protection laws and investigation protocols, airing details out on national television. The education minister is blaming "western values". Kids are making jokes and bringing toy guns to class.

I might be wrong but does Serbia have relatively strict gun laws already? Any Serbs able to comment?

I was in Belgrade recently and one of the museums had a lot of info boards about citizens being encouraged to "voluntarily" (lol) surrender their firearms in recent years and different government programs being put in place to reduce private gun ownership.

Few years back their gun laws were relatively decent for Europe, but a lot of that has been going away in the recent years.

While the laws are strict, they're relatively unenforced. After the '90s wars, plenty of military weapons just went unaccounted-for as people kept what they liked. So while you are in for a world of paperwork to register your personal safety handgun, you can just stroll to a flea market and chances are someone's gonna have an AK47 or some hand grenades to sell you on the sly.

I have a hunch that there is going to be police action. But, if the police travels to south Serbia, they will be met by very conservative people.

Some will most likely comply, but I promise you, there will be an article titled something akin to "Police officer shot in action when attempting to confiscate guns from [insert region here]"
 
I was very interested in this case when it happened and tried to gather resources related to it it before it was too late. Here's my transcript and comment of the list that @Vibe_Lad already commented on:

  • ... - this name was crossed out, but local media claimed it was Petra Trajković, who reappears at the end

  • Jelisaveta Gitarić - class 7/2

  • Angelina Aćimović - class 7/4, wounded during shooting and died in hospital
  • Andrija Čikić - killed
  • Andrej Batić - wounded
  • Adriana Dukić - killed
  • Vidak Nedeljković - class 7/4

The victims who were not on the list are:
teacher Tatjana Stevanović, wounded
security guard Dragan Vlahović, killed
students Jovan Dimitrijević, Veljko Milošević, wounded
students Katarina Martinović, Ema Kobiljski, Sofija Negić (class 7/4), Bojana Asović, killed

The attributions to class 7/4 are speculative but likely correct, while 7/2 is correct. Kosta transferred out of class 6/3 at the end of sixth grade and started seventh grade in 7/2. My theory (completely speculative) on the crossed-out name is that he was trying to order the list by class and accidentally wrote in the name of P.T. in the section meant for class 7/2, instead of her 7/4, and then corrected it.

The school didn't DFE immediately, so I searched their website and social media for interesting photos. I didn't manage to go through everything before they wiped them, but I did get a couple, mostly of Kosta. I'll post some of the more interesting ones here and might post the whole collection later.

The first photo of him that most people saw was an old school portrait. The local media mostly continue to use a censored version of this picture when writing about him, despite its age:

I did my best to find a high-quality version of this, but I couldn't. It was probably shared by a parent or student within hours of the shooting and spread organically via social media. I grabbed this one from TikTok. At least four other school portraits of his were being shared on social media, but I couldn't find any of them in high quality either. Other photos that were commonly seen in "fan" communities were of him on the school's basketball team, in a restaurant on the same school trip as the bus photo, and sitting in a chair at the shooting range he patronized. I couldn't trace any of these either.

Here's a strange and basically pointless leaked video of him at age five showing off his Gormiti collection. I assume a LEO leaked this, but I have no idea why. The YouTube channel that posted it has, apart from this one video of Kosta, only posted videos about Matej Periš, another cause celebre of the Serbian sensationalist media.

I didn't look into his competitive records too deeply, but here's a few which were highlighted on the school website:
  • Honorable mention in an international math competition in second grade. (2018 )
  • Third place in a local math competition in fourth grade. (2019)
  • Honorable mention in a local math competition in sixth grade. (2022)
  • Third place in a local history competition in sixth grade. (2022)
  • First place in a city biology competition in sixth grade (2022) after qualifying with second place at the local level.
The theory that he wanted to eliminate other kids who were doing better than him in competitions (a common rumor in the early days after the shooting) doesn't seem to make sense in light of this, as only a couple of the students from his list took part in the same competitions as him, and they all placed equally or worse. "Fans" often advanced the theory that he was bullied and that this was the reason for his changing classes and the shooting, but the lack of names from his old class on the list also seems to go against that.
