Americans tend to vote for mixed government when they want change from the status quo but want to keep it measured. This is part of the reason it's so common to end up with opposing parties controlling the legislature vs the executive, because the American people have the idea in their mind that is how you best balance power.

It's why nothing good hardly ever gets done. Even if by some miracle you have a lot of decent politicians on your side the other side is just going to block anything good the people actually want. "A border wall? Why no, that's much too expensive. We need that money to give to Israel."

Rubio is a decently placed strategic pick too, it allows Desantis to replace him with another Florida conservative. I've seen some people suggest Rand Paul for a position but that would be a bad choice right now because it gives the Democrat governor a chance to replace him with a Democrat, hurting the GOP's position in the senate. Not surprised he got a cabinet position; he's been pretty close to Trump during the campaign and he moved into the loyalist camp pretty quickly from the 2016 primary days.
