Update: from a press conference of Capitol Police that aired on Fox Live Now, the man with the flare gun, torch and gas smell. The "torch" was really a "torch-style lighter" meaning, a meth lighter. They also said they didn't think it had anything to do with the election, but they're closing the Capitol to visitors today anyway. Sorry, I haven't seen a clip of the press conference yet.
