If I'm understanding it right, it's the same thing they did with 2000 Mules and the 1st Trump Assassin. Phones now have an advertiser signature because your privacy is NOT a concern of the companies selling everything you look at, everything you say around a microphone runnin 24x7, and everywhere you go. And using these advertiser signatures, which are not protected by PII laws or anything else, you can apparently track where people are.

So basically they ask the advertiser firms: "I want to advertise to people who were SPECIFICALLY at this Kamala Rally in Washignton, this Kamala rally in Ohio, and this Kamala rally in Florida."
