I'll be honest and say I do not know what the solution to this will be.

That's the biggest issue with fighting corruption. Laws can be well-intended and enacted, but the truly corrupt will always find a way to exploit a loophole or ambiguity and largely do so under the radar to claim plausible deniability if caught.

I'm not saying we shouldn't try, but to simply point out that no solution will ever be perfect.

In Detroit, they don't even bother forging ballots. They just report a fraudulent number.

The biggest thing in Detroit is how many precincts had a huge disparity in votes/ballots compared to the poll books recording how many people actually voted. If I recall correctly, it doesn't help that state election laws don't allow recounts for those precincts to see WTF happened. In the meantime, Detroit cements its place as a laughing stock when it comes to crime and corruption with shit like this.
