That doesn't mean Cunningham can't benefit from the moment herself.

Cash for Clunkers DID save the auto industry, by utterly destroying the used car market and destroying the automotive economy in the USA, so she’s not wrong.

The problem is the auto industry should not have been bailed out on that scale and used car availability is a huge issue for opportunity and mobility being available to people who can’t afford new cars.
