Vending machines in that era didn't take credit cards back then and it would've been a pain in the ass to re tool them to take a new type of coin. The government tried to make circulating collar coins a thing at least twice after silver coinage ended and both times were a flop. Eisenhower dollars were too big and inconvenient to carry. Those were the size of the old silver dollars and only ever caught on at casinos. Then they tried again with the Susan B Anthony dollar. Those were the same color as quarters and only slightly larger so that led to a lot of confusion.
