Immigration and Criminal History
Mr. PAKTIAWAL, a 41-year-old male citizen of Afghanistan, was arrested on March 13, 2026, by
Enforcement and Removal Operations (ERO) Dallas and issued a Notice to Appear under
212(a)(7)(A)(i)(I) of the Immigration and Nationality Act. Mr. PAKTIWAL’s criminal history
includes a September 16, 2025, arrest by Dallas Police Department for supplemental nutrition
assistance program (SNAP) use/alter/transfer and a November 1, 2025, arrest by Garland Police
Department in Garland, Texas for theft of property. Both felony charges are pending.
Synopsis of Events
On March 13, 2026, Mr. PAKTIWAL was held at the Dallas Field Office following his
arrest by ERO Dallas. During the intake process, Mr. PAKTIAWAL denied any current
medication or drug use, medical conditions, allergies, illness, injury, or skin rash, and
reported no medical concerns or medical history.
• At 10:57 p.m. the same day, while in an ICE Field Office processing hold room,
Mr. PAKTIAWAL reported experiencing shortness of breath and chest pain. ERO
Dallas immediately contacted emergency medical services (EMS). At 11:30 p.m.,
EMS transported Mr. PAKTIAWAL to Parkland Hospital in Dallas, Texas.
• Between 11:30 p.m. on March 13 and 8:00 a.m. on March 14, Parkland Hospital medical
staff assessed Mr. PAKTIAWAL, administered a breathing treatment, and the emergency
room physician recommended continued hospital observation.
On March 14, 2026, hospital medical staff observed Mr. PAKTIAWAL eating breakfast. At 8:26
a.m., hospital medical staff noted swelling of his tongue and administered epinephrine. At 8:29
a.m., life-saving measures were initiated. At 9:10 a.m., a Parkland Hospital physician pronounced
Mr. PAKTIAWAL deceased.
