The point of the ISS is the International part (remember, the USSR and US had their own space stations before the ISS). Like the LHR and ITER (which both also took forever), it is first and foremost a peace project for international diplomacy and the scientific advancements are happy biproducts. The side-projects justify international treaties and nuclear non-proliferation agreements by providing something that we can point at for why they should trust each other. It lets the international community say "look, the US and Russia worked together to do something, so we should continue to reduce nukes". I speculate that SpaceX, Blue Origin, and the Space Force all have their own plans for space stations.

Skylab did it better. We could put something about the size of the ISS into orbit back in the 70's with a single module made from a repurposed Saturn V stage. It wouldn't be difficult to do it today using Starship.

The reason it happened is essentially because Israeli pilots were strained from constant sorties and the patrol map that noted where the Liberty was got wiped without the information carrying over.
