It looks like the focus is on Title 52 Section 20701 and 20511, Title 52 is the Federal Election code, so that tracks. Chapter 207 is about Federal Election Records and Section 20701 is focused on retention and preservation of records. Then Chapter 205 is about National Voter Registration and the specific section 20511 is on Criminal Penalties. Neither of these are about fraudulent ballots or voting, or changing voter totals.

Digging into the subsections of these codes, I think the key here is in the second subsection of 20511.

A person, including an election official, who in any election for Federal office—
(1)knowingly and willfully intimidates, threatens, or coerces, or attempts to intimidate, threaten, or coerce, any person for—
(A)registering to vote, or voting, or attempting to register or vote;
(B)urging or aiding any person to register to vote, to vote, or to attempt to register or vote; or
(C)exercising any right under this chapter; or
(2)knowingly and willfully deprives, defrauds, or attempts to deprive or defraud the residents of a State of a fair and impartially conducted election process, by—
(A)the procurement or submission of voter registration applications that are known by the person to be materially false, fictitious, or fraudulent under the laws of the State in which the election is held; or
(B)the procurement, casting, or tabulation of ballots that are known by the person to be materially false, fictitious, or fraudulent under the laws of the State in which the election is held,

This is a felony potentially good for a five year stretch in Club Fed, the pound-me-in-the-ass variety.

As an important note, this may still be a live issue regardless of earlier court dismissals that used the fig leaf of 'no demonstrated outcome determinate' fraud or standing issues, etc. This is a straightforward (relatively) case of fraud by a government official submitting bogus paperwork, and there are a LOT more guidelines and prior case law on this kind of thing. That means that if some faggot judge wants to play games they will have a lot less room to maneuver.

Another thing to notice is they mention a very specific date, October 12th 2020. Not 'October' or 'late 2020' but an exact point, to the very day. Thats extremely specific for a warrant application, which leads me to think that either someone flipped or the Trump DOJ have something else just as iron-clad that locks that date in, otherwise they'd have hedged their bets with something more generic. Considering that this could be the nexus of a larger investigation and hopefully prosecution of a large network of conspirators, I'll definately be watching for more developments.
