Technically a "retiring" type II SOT (07FFL) entity (so not a sole proprietor) who lawfully posses a registered post-86' may retain them, though I doubt the ATF will look kindly upon that unless you happen to be well connected, or a decently sized corp.

Why wouldn't they sit it out? They went to Afghan because they knew the Taliban couldn't effectively shoot back and it was free feelgud points. In a real Sino-American war Russia is a better ally because there's converging interests. Just like the chance of worst Korea or Japan helping a general ground war in Europe is basically nil.
