Willmar is a sad, sad example of what has happened to Minnesota.
Willmar was a very Scandinavian small city on the western Minnesota prairies.
The small towns and villages in that part of the state are mostly "railroad towns" that developed because the early steam engines that originally ran across Minnesota could only go approximately 8 miles before needing to replenish their water supplies. So every 8 miles along every railroad line, a tiny village would sprout up. Roughly every 50 miles, a larger town or small city would spring up, typically with a population (by the late 20th century) of 10-20k. These became the places where all the ruralites from an hour's drive around would come to do their big shopping runs and eat at restaurants, since the tiny railroad towns and villages typically only had, at best, Pamida stores (a Shopko-owned store that was like an ultra-tiny Walmart, with food, clothes, electronics, and everything...just a very tiny selection of everything) and maybe a McDonald's or a Subway, and a small-town diner that might not even be open for dinner.
Towns like Willmar were where you'd go to Walmart or eat Chinese food.
In that part of the country, the small towns with a starting population of under 2k people started emptying out first. Some became near-ghost-towns with many abandoned businesses and homes, as more and more of the local kids went to college and couldn't imagine the shame of returning home for a provincial life.
So what can help these poor, benighted towns? Surely no one could ever make these towns nicer and advertise how inexpensive the cost of living was to the countless millennials who can't afford housing. Surely no Minnesota businesses could open up a corporate branch over that way so that young people graduating college in one of the state's institutions of higher learning could keep the lights on in Western Minnesota instead of all flocking to the Twin Cities!
If you said the only possible answer to this problem was to import infinity Eritreans and Somalians, come up and collect your winnings! They rapidly overwhelmed schools, which now couldn't really take care of homegrown speds because all the sped funding was going to teach the illiterate immigrant children of illiterate immigrant parents. Corrupt use of government programs meant the immigrants could run roughshod over local businesses and start their own with extra funding no local could ever attain.
Willmar used to be a nice little city. But instead of spending state money to revitalize it and fill it with educated Americans seeking a quieter, cheaper life in the country, they spent state money to have it invaded by Africans with no assimilative intent.
