No they are not. What they are doing is increasing the maximum age of discharged veterans who can be recalled to active duty. For example, if someone retires at 57 and has a 10 year inactive duty commitment, then they can be recalled to duty up until age 65.

I would think they're closing a loophole so they can recall senior officers to active duty. Generals often retire when they are over 55 years old and this change would allow them to be recalled.
