They have seeded dozens of guerrilla groups all over the country who will require long counterinsurgent measures to remove.
Those same groups have orders to destroy resource nodes (Oil drills) and to create chaos (This was told to me by someone close to me, with direct connections to the government, Months before the US even started to move ships to the Caribbean)
Basically all the defense strategy is about deterrence, Chavismo knows they can't stop the US from removing them from power, but they can make sure they can do as much political damage as they can on their way out.
