Trump is very receptive to genuine, grassroots outrage from the base. People in his orbit can convince him that many things are good ideas, but if the base rejects them, he immediately tells the lobbyist to shut up and doesn't try to force the base to change their minds. There's option 3. We look back to the Syria strikes in term 1 and remember that the Middle East does in fact conduct diplomacy through the deliberate sending of explosive ordinance.
