The large majority of homeless people are homeless not because of bad luck or bad financial times, but because they're crazy violent drug addicts who don't want to contribute anything to society. No matter how many "free" housing you give these people they'll keep destroying and trashing them over and over again.

Retail stores don't have insurance for theft. They do have insurance for natural disasters/fire etc. Most of the time when one of those stores closes is they either redistribute the supplies they have to other stores. Mark it down to move through it as quickly as they can and then sell off or scrap all the store logistics at auction (forklifts, register computers etc).
