Depends on how it's done, you can have some goods from some country tariffed enough to not disrput them too much and to relax some but not all of the price increases here ie daily essentials not increased as much as luxuries like a new radio or something

It's not just tariffs but the EU in particular has put up a mountain of red tape that make it hard for the US to compete in their markets, so it's about stuff like that as well.
It's easier to export goods to other countries that don't have tariffs on you.
