There has to be a line, I agree. In life I have seen empathy and emotion lead to people making dumb decisions many times, I'm sure you have too. This is that same stupidity but on a grand scale, that's why I believe that people who are making the decisions for society can't have too much of it, maybe even none of it. I would tell you about the Buddha and attachments and how empathy can get in the way of letting go of all of that, but that would be beside the point politically.
