Honestly, that'd at least be more sensible than the other reasonings I've seen. As I understand it, the idea is "Machine gun fire suppresses the enemy, grenade fire kills the enemy", but in reality it just means they lack a suppressive weapon entirely, and the lethal radius of their grenades is almost zero - as in, the blast is too small to kill and the shrapnel is unlikely to take someone out of the fight. Unless they get that direct hit, its more a weapon of terror.
