The Senate writes its own rules. This means someone needs to determine whether or not the rules are followed, someone the entire Senate can respect as having validly interpreted the rules. Thus the parliamentarian.

The problem is the parliamentarian is supposed to be politically neutral, but in the era of TDS, every libtard in the government feels a deep moral obligation to use his office to sabotage the President to whatever extent he can, the actual rules and precedent be damned. Housing, food, water, air and medical care aren't rights, they're necessities to life which in realpolitik terms actually places them above rights in terms of importance. Few will die for rights. Everyone is willing to die for food, or will perish in its absence.

Regardless, these are things we as a society provide to ourselves not because its 'owed' or even 'deserved' but because it reflects on our civilizational progress and the nobility of our national character that we give of ourselves to help those with the least.
