Ross is a popular martyr and his pardon wins the lolbertarian vote. He's useful while the cartels are plainly unpopular. Don't seek moral consistency in politics because there are only partisan interests.

I love how Donald Trump pardoned Ross Ulbricht but is suddenly anti drug and anti cartel to the point he uses drug trafficking as the excuse to put tariffs on Canada and Mexico.
