I used to live next to a bodega. They had a box of dented cans and stale cookies under the counter, and they'd just scan the items in the box up to a target dollar amount. The customer would swipe their EBT food card for the decoy groceries and the bodega clerk would give them half the cash value he'd rung up, put everything back in the box, and put it under the counter again. If anybody ever asked, it was expired food they hadn't gotten around to throwing away yet, so busy, muh big trash and tiny garbage bin.
