First, some of the more consistent things Trump wants is stronger domestic industry and a stronger military. By saying our stockpiles can run out if shit hits the fan he is making a case for both of his agendas. Considering the amount of shit we dumped into Ukraine and dropped onto Iran our stockpiles and production can keep up with these smaller scale conflicts but if we need to go all out against China we might face shortages.
Second, do you think Iran feels like a winner right now? Their leadership is dead, their infrastructure is rubble, their economy is non existent, their navy is an artificial reef, and their military facilities are all destroyed. Their only saving grace is civilian shipping is skiddish so a couple pot shots at vessels is enough to scare them away from attempting to pass, and the kurds and local people didn't try to seize power for one reason or another. They are not going to beable to bargain for much as the US doesn't feel the oil squeeze as strongly as other countries.
