There's probably a soft grace period baked into existing law. A lot of states the policy where if you get pulled over with an expired license the penalty is a small fine but it's waived if you renew it before the fine is due. I imagine they'll do something like that, basically whenever a ma'am gets pulled over the officer will tell them their license is invalid and they have X days to get a new one or else they'll face a fine and criminal penalties if they're caught driving after that date
