for example, he would NOT have to declare any intentions or begin a war powers timer if he moved the supercarrier to international waters NEAR Iran.

if he moved them into Iranian territorial waters, it's likely that Iran would take that as a hostile action and begin military maneuvers, leading to him having to declare it to congress 2 days prior, and thus activating his timer shortly following.

Almost seems like if he blitzes fast enough, he can tell them what he ordered after it has concluded if under 48 hours. Someone correct me if I'm citing the wrong thing or misinterpreting.
